Investment breakdown
  • the program (launched 2018 under Jordan's investor citizenship framework) was formally revamped in July 2026: the Ministry of Investment raised the investment requirement for the Amman Stock Exchange share route and introduced stronger incentives to direct investment toward governorates and priority national sectors, explicitly measuring program success by economic impact (jobs, productive investment) rather than headcount of citizenships granted
  • the previous passive bank-deposit and government-bond routes (last set at USD 1,000,000 and USD 1,000,000 respectively under a 2019 Cabinet decision) have since been phased out in favor of these active, job-creating routes

  • administrative processing fees apply in addition to the core investment
  • Cabinet approval carries no separate formal fee beyond standard filing costs

Due diligence
  • applications reviewed by a special investor committee, which submits its recommendation to the Minister of Interior
  • job-creation routes require Social Security Corporation registration and monthly compliance verification over the full holding period
  • for the project routes, a temporary passport is issued during the 3-year holding period, with full citizenship granted only after the holding period is completed

Naturalization
  • for the project-investment routes, a temporary passport is issued while the 3-year job-creation and holding requirements are being met
  • full citizenship is granted once the holding period concludes and compliance is confirmed
  • the share-purchase route can lead to citizenship more directly once the 3-year share-retention period and compliance checks are satisfied
Renewal
citizenship is permanent, though naturalised citizens are barred from holding senior public office for 10 years
Dual citizenship
  • Generally permitted in practice under the 1954 Nationality Law as amended in 1987, and dual nationals are not automatically stripped of Jordanian citizenship
  • citizens are formally required to notify the government of any foreign nationality held, and acquisition of the nationality of a non-Arab state can in some circumstances require Cabinet consent — investors should seek case-specific legal advice
