Investment route

  • alternatively, a reduced EUR 400,000 investment qualifies if placed in the Andorran Housing Fund (Fons de l'Habitatge)
Investment breakdown
  • the standard threshold rose from EUR 600,000 to EUR 1,000,000 under the 'Omnibus 2' Law, approved by Andorra's Parliament on 22 January 2026 and in force from 13 February 2026 — a further increase from an even earlier EUR 400,000 baseline
  • the law also replaced the previous refundable AFA deposit with a non-refundable state contribution structure
Additional fees
  • a non-refundable state contribution of EUR 50,000 for the main applicant (previously a refundable deposit under the pre-2026 rules) plus EUR 12,000 per dependant (spouse, children)
  • legal and notary fees for the property or investment purchase apply on top of the investment and state contribution amounts
Eligibility
  • 18+
  • verifiable annual income of at least 300% of the Andorran minimum wage (approximately EUR 54,912 in 2026) for the main applicant, plus 100% of minimum wage (approximately EUR 18,304) per dependant
  • private health insurance
  • own or rent qualifying accommodation in Andorra meeting minimum habitability standards
  • clean criminal record

Path to citizenship
citizenship by naturalization requires 20 years of legal residence, one of the longest timelines of any residency-by-investment program worldwide, and requires renunciation of the applicant's existing nationality since Andorra does not generally permit dual citizenship for naturalized citizens
Renewal
initial permit valid 2 years, renewable for further 2-year periods, then 5-year periods, provided the qualifying investment and 90-day presence requirement are maintained
Dual citizenship
  • Not applicable to this residence permit
  • Andorran naturalization, when eventually pursued after 20 years, generally requires renunciation of prior nationality since Andorra does not recognize dual citizenship for the naturalized
